Why is a price control applied to Ports of Jersey?


As the only Licensed operator of Ports services, Ports of Jersey is subject to economic regulation, including a price control. The price control acts to protect consumers and businesses, and prevents Ports of Jersey from exercising its market power.

What services does the price control apply to?


The price control applies to regulated services provided at the airport, harbour and marinas. Services related to public service obligations are not included in the price control. A full list of regulated services can be found in the Final Notice: Regulatory Review of Air and Sea Port Operations (see Annex).

How often is the price control reviewed?


The price control is reviewed every five years.

What control is currently in place?


The current price control began on 1 January 2025 and will expire on 31 December 2029. During this period, Ports of Jersey is permitted to increase prices for regulated services annually by a maximum of Jersey RPI+1.8%.

The reference point for RPI is the September measure of the preceding calendar year. For example, price increases for 2025 were based on the RPI for September 2024.

What was the process for setting the price control?


We carried out a Regulatory Review of Air and Sea Port Operations, which determined the price control framework for 2025 onwards. This involved detailed analysis and consultation with stakeholders and consideration of the relevant cost of Ports of Jersey.
