Why is a licence required?
Under Article 7 of the Air and Sea Ports (Incorporation) (Jersey) Law 2015 any port operations require a licence issued by the JCRA. Licence fees are based on the forecast cost of regulating the sector for the relevant year.

Are there exemptions to requiring a licence?
Yes, Article 7 of the Law sets out how we can grant exemptions. We have exempted all port operations except those carried out by a Principal Port Operator within a Licensed Port Area. Ports of Jersey has been designated a Principal Port Operator and the Licensed Port Area refers to the land transferred to Ports of Jersey upon its incorporation.
