What are the JCRA’s duties under the Law?


Under Article 26 of the law, our primary duty is to protect and further the interests of users of port operations, including:

  • Promoting competition where appropriate
  • Ensuring all reasonable demands for port operations and services, both current and future, are met
  • Ensuring services are provided efficiently and effectively

Article 7 of the Law requires that port operations can only be carried out under a licence issued by the JCRA.

Ports of Jersey Limited (Ports of Jersey), as the sole supplier of port operation services, is subject to economic regulation. This includes:

  • Price control: protecting consumers and businesses by preventing Ports of Jersey from abusing its market power
  • Quality of service standards: aligning with international best practice to ensure consumer outcomes similar to those in competitive markets
  • Compliance monitoring: ensuring adherence to the law and licence conditions
