The development a regulatory financial reporting template was a follow up to the JT accounting and cost allocation audit completed in 2022. It was included in the Authority’s Business Plan in 2023 and 2024.

What are the objectives of regulatory financial reporting?

In designing the approach to regulatory financial reporting our main goals were to:

Clarify JT’s obligations to maintain accurate accounting records within the regulatory framework.
Incorporate best practices from other jurisdictions while tailoring them to JT's structure.
Provide information for more efficient market reviews and remedies by the JCRA.

Regulatory financial reporting enhances transparency, increases confidence in JT’s compliance, improve regulatory efficiency, and ultimately leads to better outcomes for consumers.

What does regulatory financial reporting cover?

JT's submissions consist of a template report with an explanatory note, covering specified activities across the following market and product groupings: wholesale voice access, wholesale broadband access, wholesale on-island leased lines, wholesale voice interconnect, retail voice, wholesale residual, mobile, and other.

In respect of each such activity, JT report costs by market, income statement by market, volumes and unit costs/revenues and a reconciliation to JT’s statutory financial statements.

How is the information provided and when is it available?

JT prepare and submit the required information to us. The timetable for data submission to us is by the end of May of each year, where the submissions covers the preceding financial year.

Following any required review, the publishable version of the template report and explanatory note will be published on JT’s Wholesale Portal and our website.
